With decreasing interest rates, what is the best investment choice?

I have been seeing my CDs and Savings rates drop over the last year, so I am looking for a better option (to 3% to 4% annual).
By "best" I don't mean perfect, rather the actuarilly most sound option. Should I be looking at overseas investment?
Well a bond, corporate or otherwise, would give you a fixed rate. Our bank shares over here (UK) are yielding 8%+ so can you buy them on ADRs?
Seems a good bet to me, what does anyone else reckon?
