You MUST be joking. No way does that exist.
It seems the companies that offer these services, always end up asking your for your credit card number, when they claim you don't need a credit card or credit check? are these then false claims?
I don't really think there is such a thing. I used to work for a cell phone company and reps in the store can pretty much tell customers anything to make a sell and they if you sign a contract, that is where all the "fine print" come into play.

Since the issuer is taking little risk, they’re more likely to approve applications for those with bad or no credit.
Once you’ve got the card, you’re issued statements, pay bills, and build credit like any other cardholder. When your account is closed, your security deposit is refunded – sometimes with interest. While not everyone will qualify for every secured card , there are still plenty of great cards from mainstream banks that accept nearly everyone.
